US former Vice President Kamala Harris on Thursday said that Project 2025 was always President Donald Trump’s blueprint to seize unchecked power within the federal government and restrict Americans’ freedoms, describing it as "always the plan."
In a post shared from X, Harris cited a Truth Social message by Trump, which read: "I have a meeting today with Russ Vought, he of PROJECT 2025 Fame, to determine which of the many Democrat Agencies, most of which are a political SCAM, he recommends to be cut, and whether or not those cuts will be temporary or permanent."
Harris said, "This was always the plan. Project 2025 was Donald Trump’s blueprint to seize unchecked power within the federal govt and restrict Americans’ freedoms. And he is implementing it right in front of our eyes."
Donald Trump embraced Project 2025 openly on Thursday despite distancing himself from it during his 2024 campaign.
Why it matters
Project 2025, a conservative blueprint for overhauling the federal government and reshaping American life, emerged as a political flashpoint during last year’s presidential campaign, Axios reported.
Though never an official Trump platform, the plan — crafted by some of his allies — mirrors moves made in the early days of his second presidency. Several of Trump’s MAGA supporters have even described it as a next-term agenda following his victory.
Russell Vought 's connection with 'Project 2025'
Russell Vought, a former Trump budget director, was a key architect of the Heritage Foundation’s Project 2025 — a conservative playbook widely viewed as a roadmap for Trump’s agenda.
Vought, who previously served as vice president of Heritage Action for America, authored the section on the executive office. Several other Trump allies, including former immigration official Tom Homan, ex-DNI John Ratcliffe and former ambassador Pete Hoekstra, also contributed to the plan.
The project has drawn renewed attention online. After one X user linked the FCC’s threats against ABC over Jimmy Kimmel’s suspension to Project 2025, FCC Chairman Brendan Carr — another contributor to the agenda — responded with a GIF of Jack Nicholson nodding menacingly.
What is project 2025
Project 2025, widely described as a blueprint for overhauling American governance , envisions a sweeping expansion of executive power and tighter control over the federal bureaucracy.
Several of Trump’s early executive orders mirror elements of the plan. Among its proposals are hardline stances on abortion, increased oil and gas drilling in Alaska, cuts to the National Oceanic and Atmospheric Administration (NOAA), reductions to social safety nets, elimination of student debt relief, and stricter immigration enforcement.
